Ministry Of Commerce: Releasing Reserve Factory Silk In An Open Way

Announcement of the Ministry of Commerce on the release of State Reserve factory silk

The Ministry of Commerce has decided to put in reserve factory silk in an open way. The relevant matters are hereby announced as follows:

1、 Basic information of launch

(1) supplier: National Cocoon and silk Coordination Office of the Ministry of Commerce (hereinafter referred to as the National Cocoon and silk Office)

(2) delivery agency: CMC International Tendering Co., Ltd

(3) quantity, variety and quality specification: the quantity of silk thread mark put into storage is 900.49 tons, which was put into storage in March 2015. The quality grade is above 3A (including 3a) and the specification is 20 / 22d white factory silk. Refer to the original inspection document for detailed quality information.

(4) delivery mode: there are 150 packages in total, and each package is an independent bidding unit. The quantity of each package is 10 batches (about 6 tons). The maximum bidding quantity of each enterprise is 5 packages (50 batches, about 30 tons).

II. Qualifications of qualified bidders

(1) cocoon and silk production, processing and trading enterprises with independent legal personality, good credit status and normal production and operation.

(2) the product quality is stable and has a high popularity.

(3) there is no violation of national laws and regulations and other bad behaviors in the past three years.

III. registration methods and documents for qualification examination

Potential bidders shall fill in the "National Reserve factory silk bidding qualification examination form" (see Annex 1), together with copies of business license of enterprise legal person and other relevant qualification certificates, and submit them to provincial competent department of cocoon and silk before June 7, 2021. The qualification examination form shall be made of A4 size paper in duplicate.

4、 Qualification procedure

(1) the provincial competent department of cocoon and silk shall submit the qualification examination form of national reserve factory silk of the province (District, city) to the National Cocoon and silk office for summary before June 11, 2021.

(2) the National Cocoon and silk Office of the people's Republic of China will publicize the potential bidders who have passed the qualification examination on the website of the Department of market operation and consumption promotion of the Ministry of Commerce from June 15 to June 22, 2021. If there is any objection to the publicity results, the relevant evidence confirmed by the administrative or judicial departments shall be submitted to the National Cocoon and silk office within the publicity period, and the National Cocoon and silk office will handle it according to the facts. After the publicity, the enterprises with no objection are shortlisted enterprises and enter the bidding stage.

5、 Bidding price and submission

This time, the national reserve factory wire is put in electronic quotation mode, and offline quotation is not accepted.

The shortlisted enterprises that have passed the qualification examination will register in the bidding website of CMC, participate in the bidding (see further notice for website address and operation mode), and unlock their bidding price within the specified time. After filling in the bidding price, the "National Reserve factory silk bidding form" (see Annex 2) will be automatically generated. The bidding unit will print and scan the automatically generated form with official seal. When submitting the bidding price, the scanned copy of the sealed form will be uploaded synchronously. If the scanned copy of the sealed form is not submitted, the bidding price will be invalid.

The bidding price refers to the delivery price (including tax) at the place where the silk is to be put into the reserve factory. The same legal person enterprise can only submit one bidding price, otherwise it will be regarded as invalid. It is forbidden to collude with bidding price and bid at obviously unreasonable price. Enterprises or personnel who disturb the order of delivery shall be disqualified from participating in the trade of national reserve factory silk.

6、 Bid deposit

(1) before 15:00 on July 5, 2021, the bidding unit shall remit the bidding guarantee money to the following special account established by Beijing Zhongsi Chengye Materials Co., Ltd. according to the standard of RMB 60000 (RMB 60000) per package:

After remittance, please send the bank remittance slip to the above email address, and indicate "XX company bidding for X (X represents quantity) package".

(2) if the bid deposit is not shown in the bank's receipt after the above deadline, the bid shall be deemed invalid and rejected.

(3) the bid deposit paid by the successful enterprise shall be transferred to the payment for goods by Beijing Zhongsi Chengye Materials Co., Ltd.

(4) the deposit paid by unsuccessful enterprises shall be returned to the bidding units within 20 working days after the bid opening.

(5) in case of any of the following circumstances, the bid deposit will not be returned and turned over to the finance department:

1. Within 10 working days after receiving the successful bidding notice, the successful bidding enterprise did not sign the "National Reserve factory silk purchase and sales contract" with Beijing Zhongsi Chengye Materials Co., Ltd.

2. The successful enterprise fails to remit all the payment to the designated account within 10 working days after signing the purchase and sale contract of national reserve factory silk.

7. Opening and evaluation of bidding price

(1) the specific time and process of opening the bidding price will be announced on the website of the Department of market operation and consumption promotion of the Ministry of Commerce from June 15 to June 22, 2021.

(2) the price evaluation committee shall be composed of external experts randomly selected, representatives of suppliers and delivery agency companies.

(3) evaluation method of bidding price

1. The price evaluation committee will rank the bidding prices within a reasonable range from high to low, and the one with higher quotation will get the first. When the offer is the same, the order shall be determined according to the order of submitting the bidding price.

2. According to the order of bidding price, the first 150 packages of bidding are successful bidding packages, and the bidding units of successful bidding packages are successful bidding enterprises.

3. The order of successful bidding packages is the same as the number of delivery packages. The price of successful bidding packages (settlement price of purchasing factory silk) is the bidding price of successful bidding enterprises.

VIII. Signing and execution of the contract

(1) the National Cocoon and silk office will publish the bidding results on the Internet before July 15, 2021.

(2) Beijing Zhongsi Chengye Materials Co., Ltd. issued the successful bidding notice to the successful bidding enterprises.

(3) the successful bidder has signed the "National Reserve factory silk purchase and sales contract" with Beijing Zhongsi Chengye Materials Co., Ltd.

(4) the launch of the implementation of "delivery on payment, delivery to the warehouse".

(5) payment for goods (bidding price) of successful enterprises × After confirming that all the payment has arrived, the National Cocoon and silk office will issue the "delivery notice" and "delivery list" to the successful bidding enterprises, and the successful bidding enterprises shall according to the "delivery notice" and "delivery list" The enterprise issued a letter about the identity certificate of the actual delivery person (with the official seal of the enterprise) and the original ID card of the delivery person to the warehouse to pick up the goods.

(6) the successful enterprise that has signed the purchase and sale contract of national reserve factory silk but fails to remit money on time shall be deemed as breach of contract. The signed purchase and sale contract of national reserve factory silk shall be terminated, the bidding deposit submitted by the successful bidding enterprise shall be confiscated, and its qualification to participate in the National Silk reserve transaction within three years shall be cancelled.

(7) the successful enterprise shall bear the costs of delivery and transportation of the target silk.

The final interpretation right of this release belongs to the National Cocoon and silk office.
