In July 30th, the China Textile Industry Association held a 2010 joint report on the CSR Report of China's textile and garment enterprises in Beijing and a 5th anniversary review of the 2005-2010 social responsibility construction of China's textile and garment industry. Sun Ruizhe, vice president of China Textile Industry Association, made a keynote speech on "social responsibility of China's textile and garment industry: trends and challenges". In the report, Sun Ruizhe reviewed the work of the social responsibility construction of China's textile and garment industry for five years, and put forward new ideas and ideas for the future work of CSR in China.


Three levels of social responsibility

He said, what does social responsibility mean for the industry? It can be divided into three levels. The first is the responsibility at the micro level, that is, the protection of the rights and interests of laborers. The second is the responsibility at the meso level, that is, how to protect and improve the environment, how to effectively use resources and improve the efficiency of resources. The textile and garment industry is currently in a turning stage. In the past, it was visible innovation from scratch, focusing on the production of products, focusing on how to make the product quality better. Now we should pay more attention to institutional innovation from disorder to order, so social responsibility plays an important role in this regard. The third level can be called macro responsibility. The textile and garment industry is an important livelihood industry in China and a pillar industry of the national economy. Worldwide, China's textile industry provides products for consumers all over the world. It is also a contribution to consumers worldwide and a social responsibility to consumers worldwide.


Sun Ruizhe recalled that the China Textile Industry Association has carried out the corporate social responsibility work for five years, and has made very good progress. In the past five years, it has achieved five "first": in 2005, China's first standardized corporate social responsibility management system CSC9000T (China textile enterprise society responsibility management system) was released; in 2006, China's first industrial social responsibility report "2006 China Textile and garment industry social responsibility annual report" was released; in 2007, China and abroad signed the first social responsibility system cooperation agreement "CSC9000T and BSCI cooperation agreement"; in 2008, China's first corporate social responsibility report guidance system CSR-GATEs was released; in 2009, China's same industry enterprises released all the social responsibility reports which were independently verified. Over the past five years, the social responsibility of China's textile industry has won wide respect at the international level.

Sun Ruizhe said that after 30 years of reform and opening up, the industry has experienced rapid development and now enters a new era. Can we enter the next ten to twenty years of vigorous development? We need to have a clear judgement of the current market structure and development trend. From the development of the past two years, we can draw a preliminary judgement, that is, in the past, it was a period of rapid growth of exports. The following period should enter a moderate period of development and growth, that is, the period of substantial growth in exports has come to an end. We can see that the era of domestic sales is coming. In the 1-6 month of this year, domestic sales accounted for 81.8% of the enterprises above Designated Size, and the growth of domestic sales continued. Therefore, domestic sales will become a major driving force for industrial development in the future.


Sun Ruizhe believes that Domestic sales drive The industry faces some new challenges. Because in the past in the export link, due to the requirements of foreign brands, the social responsibility work of export enterprises will receive some attention and development. Now in the domestic marketing link? Whether domestic brands can stand up and bring social responsibility into the process of brand supply chain management? This is a challenge to the industry. Therefore, some policies need to be driven. Enterprises, especially those with better social responsibility, have always had expectations. Next, we should consider how to give continuous incentives to enterprises with good social responsibility through policies, create an atmosphere at the whole industry level and social level, so that enterprises can fulfill their social responsibilities.


In addition, we need to consider the difference between the self-discipline of enterprises, the self-discipline of industry and the mode of external placement in the domestic market, and how to promote it. Also, for international standards, China is now more concerned about the introduction of ISO26000 (the first social responsibility standard set by the international standard organization). How to integrate international standards and local standards is a challenge for Chinese textile and garment enterprises. We need further implementation in practice.


Sun Ruizhe disclosed that the China Textile Industry Association has put forward several aspects of planning, carrying out social responsibility promotion work in different industries and key areas, especially in the key industries such as clothing, home textiles, printing and dyeing, as well as the promotion of social responsibility in key industrial clusters.


From "stakeholder" to "value related party"


Sun Ruizhe finally suggested that before, Textile industry Social responsibility mainly emphasizes "stakeholder", and now we need to change it and put forward a new viewpoint called "value related party". Because carrying out social responsibility work, in fact, we should not only focus on interests, but also pay attention to the value of development of individuals, enterprises, industries, societies and countries. Therefore, we might as well call the relevant enterprises the stakeholders of value, because "value makes us pay close attention to each other and care for each other, because the value is coming together".


He explained that the emphasis on value related parties is mainly on the issue of multi party cooperation. Because a lot of social responsibility problems are not only an issue of enterprises, nor is it a problem of an industry, or even a national problem, but rather a transnational problem. Under such a background, the construction of social responsibility in China's textile industry is actually a very good example of a multi-party cooperation. Although the China Textile Industry Association is leading the work, in fact, the government's development and Reform Commission, the Ministry of industry and information and the National Federation of trade unions have all given great support to this work.
