Scheme composition: marketing loan, direct and counter cyclical payment.

He said that each component serves different purposes, and on the whole, it is good for American farmers and industries.

Smith said that the 2008 agricultural bill also made historic amendments to the payment restrictions and the eligibility of the scheme.

The practice of the Ministry of agriculture has gone beyond the constitution. The Ministry of agriculture has actively revised the rules and complicating spouse qualifications. Looking forward to the future policy, Smith acknowledges that some new pressure growth points in the 2012 agriculture bill will trigger debate, including a record budget deficit.

He pointed out: "the Brazil case of the world trade organization puts special emphasis on cotton marketing and counter cyclical solutions.

Smith said the US cotton industry considered internal policies and appointed an agricultural policy task force to cooperate with Congress to solve the challenges faced in drafting the 2012 agricultural law.

He also pointed out that due to the existence of agriculture and energy policies, the competition balance between commodities must be considered in the 2012 agricultural bill.
